These devices are often called "Victorian skirt lifters" or "hem holders" but that's wrong. More likely they're chatelaine or watch-chain accessories used to hold gloves or a fan; in late 19th century mail-order catalogues I've seen similar objects marketed as "glove clips". Adorably, a bear slides up and down to tighten and loosen the grippers.
